How do you MAKE myspace glitter graphics?

If its a website, or your own instructions. Please keep it simple, like nothing I don't need. But detailed enough where I won't get it wrong. Just something simple like

How do you MAKE myspace glitter graphics?

To truly make them, you have to have a graphics program as well as an animation program. I use Paint Shop Pro and the simple animation program that it comes with.
